Sealed bids for the project entitled Wilkie Street Sanitary Sewer Rehabilitation will be received by the Town of Franklin until 2:00 p.m. local time April 30, 2024, in the Town of Franklin Town Hall located at 95 NE Main Street, Franklin, North Carolina 28734. At said place and time, all Bids that have been duly received, will be publicly opened and read aloud.

THE PROJECT GENERALLY CONSISTS OF: installation of approximately 3,100 LF of 8-inch PVC & DIP gravity sewer line, existing sewer service reconnections, and all related accessories and appurtenances.

Each bid shall be accompanied with a cash deposit or certified check drawn on a bank or trust company insured by the FDIC or a Bid Bond prepared on the form of Bid Bond contained in the Bidding Documents or a Surety Company’s standard form and properly executed by a corporate surety licensed under the laws of North Carolina to execute such bonds. The amount of the bid bond shall be equal to five (5) percent of the total of the bid. The bid deposit shall be retained by the Owner if the successful bidder fails to execute the contract or fails to provide the required bonds, as stated above, within ten (10) days after the proper notice of award of the contract.

Bidders must comply with the requirements of the State of North Carolina and be appropriately licensed as a Contractor as provided in General Statutes Chapter 87.

Bidders are encouraged to only secure project bid documents as noted above. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Engineer. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form.

The Owner reserves the right to reject any and all Bids, to waive informalities, or to reject nonconforming,
non-responsive, or conditional bids. The Owner reserves the right to award a contract to the lowest, responsive, responsible bidder or bidders, taking into consideration quality, performance and time.

TOWN OF FRANKLIN REQUEST FOR PROPOSALS FIRE SUBSTATION COMPLETION

The Town of Franklin is seeking proposals from firms to perform finishing construction and installation of equipment to complete the Fire Substation located at 305 NP & L Loop, Franklin, North Carolina.

Hard copies of the complete Request for Proposals package will be available April 1,2024, at Franklin Fire and Rescue, 49 Maple Street, Franklin, North Carolina 28734. Interested firms must also request copies of design drawings by contacting Chuck Norton, Fire Engineer, at cnorton@franklinnc.com the contract will cover all aspects of the work from assessment to completion and final acceptance of work.

A mandatory site visit should be scheduled before April 15, 2024 prior to bidding. Interested respondents should contact Chuck Norton at cnorton@franklinnc.com to schedule a time for the site visit. Anyone not attending a site visit may be prohibited from submitting a proposal. Design drawings will be made available at this site visit.

Respondents are required to submit three (3) double-sided copies and one electronic copy of a sealed Proposal submission by no later than Wednesday, May 1, 2024 at 3:00 PM at Franklin Fire and Rescue 49 Maple Street, Franklin, North Carolina 28734 clearly marked “Fire Substation Completion”. Proposals received after that date and time will be rejected.

Town of Franklin Tourism Development Authority Request for Proposals: Marketing/Promotional Services

The TDA is soliciting responses for a project (this Request for Proposals, the “RFP”) which will include the brand marketing and brand management in conjunction with the travel trade, and community stakeholders to ensure that brand marketing and communications tactics are in line with Franklin’s unique and distinctive products, including natural resources, mountain culture, and unique dining and retail options.

DESCRIPTION:
The TDA’s key brand marketing and management strategies are as follows:

• Develop effective marketing plans for each of TDAs designated major market areas with a common brand message, communicated in a way that is market appropriate.
• Differentiate Franklin from its regional competition by focusing on our mountain culture, activities, natural environment, and attractions, by engaging local organizations.
• Focus marketing on positive-impact prospects by developing data-driven plans based on a deep understanding of current visitors and the visitor of the future.
• Use advances in technology to enhance marketing efficiency and effectiveness, reach intended audiences, and promote regenerative tourism.
• Facilitate communication within Franklin to advance the goals of TDA to improve resident and business owner buy-in for marketing activities.

DEADLINE:

The deadline for responding to this RFP is 3:00 p.m. on Friday, April 26, 2024. It is the responsibility of the firm submitting proposals to ensure that the point of contact has received a completed proposal by the required deadline.

CONTRACT TERM:

The contract term for this proposal would be for one year, beginning on July 1, 2024 and terminating on June 30, 2025.
