Robert Harsell began working at the water plant in 1988. He holds an A-Surface Water Treatment License (1996), Grade 2 Waste Water License (1993), C-Distribution License as well as a Grade 1 Physical/Chemical License. Hartsell is a native of Franklin. He attended Franklin High School and later Southwestern Community College for Welding Metallurgy and Pipe Fitting.

He was previously employed by Franklin Mineral Products where after a period of time he requested to learn waste water treatment. Hartsell has been employed by the Town of Franklin for 28 years.

Bill Deal is the Operator in Responsible in Charge and the Pretreatment Coordinator of the wastewater treatment facility for the Town of Franklin. A native of Macon County, he is a graduate of Franklin High School and North Carolina State University. Bill has been employed by the Town of Franklin since 2003 and promoted to his present position in 2015.. He is a a Grade 4 Biological Wastewater Operator and a Grade 3 Pretreatment Specialist. Deal has also obtained a Grade 1 Collections Certification, a Grade 1 Physical Chemical Certification, a Level 1 Wastewater Laboratory Certification, and C-Surface Certification. He and his wifeI Jenny and we have one son, Logan.

Town of Franklin, NC Water & Sewer Fee Schedules

Water Services:
All tap fees must be paid prior to service. The meter will be set at the property line. The customer will be billed monthly. *No meter or accessories included with 2 inch taps or larger. In the event it becomes necessary for the Town of Franklin to cut the road to install a tap, an additional charge will be billed.

Availability Fees:
Availability fees must be paid prior to service. An availability fee will be charged to applicants for new connections based on the size of the water meter installed. An availability fee is charged for both water and sewer taps.

Q: How do I get connected to water service if I own my home or rent? You should contact the Town and request to have your water connected. If you live in town there will be a charge of $50 if outside of town a $75 charge.

Q: What if I want to change name for a commercial business?The same rates apply for commercial as residential when it comes to basic connections.

Q: Are there any deposits I need to aware of? A $50 deposit is required for renters for water service. Renter must provide a signed renter agreement, a valid photo ID and complete and application for utility service form. Property owners must have a valid photo ID Copy of deed or settlement statement and complete an application for utility service form.

Q: What do I do if my name changes? Just inform us of name changes due to marriage and provide proof. If a complete change of name is being requested a new application is requires and deposit.

Q: What is the emergency number for water and sewer breaks? For a water or sewer emergency you can call Town Hall during business hours at (828) 524-2516. After hours call (828) 524-2020 for a water or sewer emergency.

Q: What if I want to build a new home or business and need a new water and/or sewer tap? Please contact Public Works Director Jay Gibson at (828) 369-5228 to discuss tap fees and lines sizes.

Q: What items should not be flushed when connected to Town of Franklin sewer? The following items should NOT be flushed into the Town of Franklin sewer system: Condoms, Feminine Products, Cotton Balls, Q Tips, Flushable Wipes (These say flushable but they should not be flushed. They do not break down and cause problems in the collection system and the treatment plant.), Needles, Paper Towels, Fats Oils and Grease (never pour down sink or flush in toilet), Dental Floss, Diapers and Baby Wipes, Acne Pads and Makeup Removal Wipes and Pads.

Water System & Treatment Process

The Town of Franklin Wastewater Treatment Plant (WWTP) utilizes a Hydro-Dyne band screen and a grit removal system that flows into a 1.5 MGD E-Q basin, and a 1.65 MGD biological treatment process that includes an oxidation ditch, and two (2) Rex secondary clarifiers with chlorine contact basin for disinfection using sodium hypochlorite solution and calcium thiosulfate solution for dechlorination. The digester is aerobic and treats 1.0 MGD of sludge. A Komline Sanderson belt press is used for dewatering sludge. There are two (2) Fairbanks Morse Return Sludge Pumps and one Fairbanks Morse waste sludge pump, and a Robbin Meyers Sludge Pump is used in sludge withdrawal to belt press. The Town of Franklin also has back up power supply for the headworks with an 80KW generator and a 600KW at the wastewater treatment plant.

The plant operates under the North Carolina Department of Environmental Quality (DEQ). Under the Water Resources Section who issues our permit to discharge wastewater into the Little Tennessee River.
