BILL DEAL

Public Works Director

Bill Deal  is Public Works Director for the Town of Franklin. A  native of Macon County, he is a graduate of Franklin  High School and North Carolina State University.

Bill has been employed by  the Town of Franklin since 2003 and promoted to his present position in 2015. He is a a Grade 4 Biological Wastewater Operator and a Grade  3 Pretreatment Specialist. Deal has  also obtained a Grade 1 Collections Certification, a Grade 1 Physical Chemical Certification, a Level 1 Wastewater Laboratory Certification, and C-Surface Certification.

Welcome to the Town of Franklin's Public Works Department.

Public Works provides the Town of Franklin with a variety of services including: daily operation of both the water and waste water plants, operation and maintenance of water and sewer collection & distribution systems (water & sewer lines), as well as meter reading.

Town of Franklin Public Works also maintains sidewalks and several streets within the city limits. Crews remove snow in the winter and mow, edge and weed all Town owned properties in season.

Town of Franklin, NC Utility Service Billing

Bills:

You can pay your water or sewer bill in person at Town Hall located at 95 East Main Street between the hours of 8:30 a.m. and 4:55 p.m. Monday through Friday (excluding holidays). Bills may also be mailed to: PO Box 1479, Franklin, NC 28744.

Town of Franklin, NC Utility Service Requirements

Home Owners:

In order to obtain water & sewer service from the Town of Franklin, NC, Home Owners must complete the following forms and submit to Town Hall located at 95 East Main Street in Downtown Franklin.

  • Application for Utility Service
  • Valid Photo ID
  • Copy of Deed or Settlement Statement

Renters:

In order to obtain water & sewer service from the Town of Franklin, NC, Renters must complete the following forms and submit to Town Hall located at 95 East Main Street in Downtown Franklin.

  • Application for Utility Service
  • Valid Photo ID
  • Copy of Rental Agreement (or) Letter from Landlord
  • A deposit will be required based on credit check (between $100 and $200)
