Sarah Bishop has worked at the Town of Franklin since November of 2016. She is a graduate of Franklin High School and she obtained her Associate’s degree in Business Administration from Southwestern Community College in 2008 and her Bachelor’s degree in Business Management and Leadership from Capella University in 2018. Prior to coming to the town, Sarah worked for the American Cancer Society out of Asheville, NC for 9 years. Sarah is a Certified Local Government Finance Officer and is a 2022 Graduate of the UNC School of Government Municipal Administration Course.

The Finance Department provides financial management, oversight, monitoring and reporting functions for the Town of Franklin’s financial resources. Responsibilities include budget management, accounting, accounts payable and receivable, debt management, capital asset management, payroll and purchasing.
It is our goal to provide efficient and effective support and services to both internal and external customers while applying sound principles to ensure fiscal responsibility with the Town’s financial resources.

The Town of Franklin, North Carolina Finance Department strives to maintain the fiscal integrity of the Town of Franklin by providing timely and accurate financial reporting consistent with the guidelines of Generally Accepted Accounting Principles, as well as, ensuring appropriate internal controls are in place to maintain compliance with local, state and federal laws.
All Account Payables are processed and checks sent out Fridays on a bi-weekly basis.
