Department Activities
  1. Bay Floors Complete
  2. County Emergency Management (EM) will be conduction a 9S rating review this month
  3. EM will contact Office of the State Fire Marshall for setting date for ISO inspection.
  4. NC State Fire Conference will be 14-17 in Raleigh. Chief and Fireman McWilliams will be attending.
  5. Kid’s Fun Day is August 7th at Fair Grounds 9-2 pm. FFR should be there.

Planning Department

Since my last report, we have issued four land development permits and three sign permits. We will have a few more voluntary annexations due to the development in the area and the desire to hook up to town water and sewer. We are also finishing the final steps of the special use application for Bright-Meyers 2001.

As you know the implementation phase of the STEP grant has begun. The market study and zip code survey is finishing with the recommendation to be presented at a meeting on August 4, 2010. The in-river activities group is scheduling a trip on the rivers to assess the amount of debris removal that may be required and will be coordinating the river clean-up. Our first draw of $40,000 has been received by the town.

The County Planning Board activities on the Safe Slope Ordinance and the comprehensive plan have been reported well in the paper and the efforts have been proceeding.

I did take some time off during July for vacation, but the meeting schedule has been pretty consistent. Several meetings were rescheduled due to lack of available membership due to other vacations; some were moved to another week or scheduled to next month.

I have been dealing with NCDENR regarding the status of the Palmer Street Texaco and will have additional information soon.

There have also been several other projects that have been reported elsewhere.

Main Street Program

Our annual 4th of July parade and celebration was very well attended. Each year it grows in participants in the parade. The local community and our visitors enjoy this small town celebration of the 4th of July. The Smoky Mountain wagon train was a big hit.

The Franklin Folk Festival was a great success as it has been for the past 7 years. It takes a large number of volunteers to make the festival possible. This year there was a venue at the community building and the usual downtown activities. What a great way to celebrate our mountain heritage and show our visitors what makes Franklin such a wonderful place to live.

The market analysis and zip code survey is coming along very well. A public meeting was held in July with some preliminary findings. On Wednesday, August 4th at 5:30 in the town hall board room Tripp Muldrow will hold another meeting for the community. The meeting he will give some findings and recommendations for the town.

New businesses opening or expanding:

  • Karen and Company - Karen Bacon (Macon Furniture Mart) will be opening a clothing store in the storefront formerly Mountain Artisans on Main Street
  • Rosebud Cottage is expanding and moving into the former Frog and Owl location
  • Franklin Crier - Larry Hollifield is opening a news stand in the former location of United Country Real Estate on Main Street. The Main Street Program will have items with our new logo on them to sell as a fundraiser for the program at this location.
  • Outside 76 - Cory McCall and Rob Gasbarro will be opening an outfitters store in the former location of Collectable Cottage on Main Street. Early fall opening.
  • Mexican Kitchen - restaurant open on the Highlands Road

Businesses closing or moving:

  • Downtown branch of First Citizens is merging into their other location at the K-Mart shopping center.
  • Anderson Jones Plumbing that was formerly on Depot Street has move to a location on 441S
